A classic cafe with great location and good selection of pastries . No outside seating though.
Try "mix-semla", in early winter. It's one of the best semla-buns in Örebro
Hälls in Centralpalatset has, unfortunately, really lost it's mojo . Avoid (if you're not getting pastries to go—the bakery is fine).
Sandwiches should be stored in cold not warm. Food poisoning, anyone?

They have a heaven of tea in the dark corner of the restaurant. Order the tea (te, in general), pay, get the cup and here you are, in the middle of tea world. Try stuffs in grass pots - Kim Ngan Nguyen
This place is more for lunches or ice cream/gelatto than coffee. And since it's in the basement it's much better during the summertime (when you can sit in the square outside). But do try their lungo. - Kal Ström
